Job Summary:         


Responsible for program oversight of existing program services, Harbor Light Center and Family Caring Center and implementation of new service and program components. This position is responsible for program administration and professional leadership.


Essential Duties and Responsibilities:


  • Serve as the Governmental relations and funding contact point person for Harbor Light Center and Family Caring Center Programs.

  • Develop proposal and funding initiatives to support and expand programs.  This will be accomplished with the assistance of the Divisional Grant Writer.

  • Responsible for the preparation of the annual budget, fiscal reports, income and expenditure reports and related reports. This will be accomplished with the support of individuals in the Finance Department.  Final approval to be secured through Command Finance Council

  • Approve all program expenditures.

  • Evaluate existing program services, recommend and implement new services and program components.   Also, this would include evaluation to continue and or to develop outside programs and outcome studies.

  • Responsible for recruitment, supervision, evaluation, development and efficient utilization of professional and direct care personnel.  The hiring and terminating of personnel would be accomplished with the support of the Divisional Human Resources Manager with final approval from Command Finance Council.

  • Provide leadership, oversight and responsibility for all professional and direct service staff related to the efficient and effective operation of the programs.

  • Provide dialogue with program staff regarding standards, policies and procedures in the care, operation and treatment of program clients.

  • Appointment to the Greater Pittsburgh Advisory Board.  Serve on and participate in the Program, Social Services and the Harbor Light Service Committee.

  • Serve as representative of institutions of the Finance Committee of the Greater Pittsburgh Advisory Board.

  • Support staff to be provided as reflected in approved appropriate budgets.

  • Support of preparation of materials for the United Way of Allegheny County, in conjunction with the Divisional Grant Writer.





Additional Responsibilties:


  • Serve as a representative for Institutional Services of the Western Pennsylvania Division at scheduled Territorial Social Services Conference and National Social Services Conferences.



Knowledge, Skills and Abilities:


  • Knowledge of all state, county and city requirements to operate effective and meaningful programs at each program site.

  • Knowledge and support of the Mission of The Salvation Army.

  • Ability to provide the necessary leadership to those individuals who offer and implement programs.

  • Must possess a valid PA Drives License.



Education and Experience:


  • Position requires a MSSW that emphasizes administration, management and or human services.

  • At least seven years of experience of progressive management experience within a social service and or nonprofit setting.

  • Must possess certifications and licenses to meet state, county, city and federal requirements.

  • Experience managing finances/budgets, government contracts, shelter programs, social services and experience developing organizational systems preferred.
